The application for planning permission was in hand. Dominic Carney raised concern that it had been rumoured that there was some metal buried in the plot. Alan Redpath did not think this was correct and it was agreed that DC should ask Michael and George Atkinson to proceed with the land preparation.

Another issue was the water supply which it was hoped would be sourced from the pavilion. In conclusion the priority was to submit the planning application. Some discussion took place on sheds and in light of recent break-ins on the current allotments and the facility for allotment holders to park close to the new proposed allotments, it was agreed that sheds in such an accessible location would be prime burglary/vandalism targets and therefore would not feature at the moment but that adequate space for them would be allowed.

The Clerk asked how many allotments the new site was likely to provide. DC said between 14 and 15 although it would be tight. The Clerk informed the meeting that she had 10 on the waiting list and did not want to raise expectations to anyone.

 
Alan Redpath reported on a meeting he and Dominic Carney had with the Cricket Club and their aspirations for a new pavilion which is likely to cost a minimum of £40,000, and more likely £60,000.

Alan recommended that they produce a detailed plan and budget as well as research funding opportunities. It was suggested that they use the template of Rogate Cricket Club which has recently undertaken a similar scheme. George Bartlett suggested a thatch roof for the pavilion which was well received but would possibly raise the issue of security and extra insurance costs. The Cricket Club would then attend a parish meeting to present the proposals for consideration of the trustees.

 

  The Clerk issued a map for all councillors. Alan Redpath reported that there will be a public enquiry on Halnaker Lane which is recommended to be closed.

Alan reminded Councillors that members of the public need to continue to be vigilant and document any incidents to create a dossier which can then be used to maintain pressure on the policy makers. Dominic Carney reported on a resident raising concern and approaching the Councillor for assistance. The Chairman expressed surprise that the parish council hadn’t been approached as the first step in understanding the detailed processes and requirements necessary for HCC to even consider a collaborative approach with parishes and residents in protecting these BOATS.

 
It was agreed to support the request for financial assistance for the maintenance of the churchyard at £500 per year from 1st April 2009 and to be reviewed each year.

This should be subject to the parish council being kept informed on likely cost of the maintenance and other funders.

Discussion took place on the request for funding of the tapestry cabinet and after a debate on the need for any donation of money to be for the benefit of all residents it was agreed that we needed more information in order to make a decision. Dominic Carney proposed that we request an itemisation of the quote for the cabinet and vestry cabinet separately. There was a strong feeling that the parish council should not financially support church-specific requests – the criteria being for the benefit of all parishioners
